The Planning and Construction Department is responsible for the planning, design, and construction of the District’s facilities, trails, and greenways. Most of the district’s trails and small scale construction projects are completed in-house with district-owned equipment. Specialized construction such as larger facilities and paving are bid out.
We are committed to producing park amenities that are environmentally and fiscally responsible and to using resources efficiently. This philosophy includes a low-impact-design approach to storm water management, the reuse or recycling of materials, local sourcing when possible, the use of high efficiency systems and “green” products, and other energy conservation initiatives, as appropriate to individual projects.
Community Park & Trail Grant Program
The Preservation Parks Board of Park Commissioners has allocated $100,000 in the Park District’s 2025 budget to support a local grant program benefiting community park and trail projects. This funding will assist with the development and maintenance of public outdoor recreation facilities and trails throughout Delaware County. The program aims to enhance quality of life, connect residents with nature, promote active lifestyles, and support the sustainability of green spaces.

Preservation Parks uses a competitive bidding process to procure the services of contractors to supervise and undertake construction of the District’s large scale construction and renovation projects.
